About BECS - How We're Different

History

BECS was established with a specific core of engineering expertise geared toward serving multi-residential condominium and home owners' associations, small to mid size commercial clients and real estate investment portfolios, and service industries such as hotels and resorts. We recognized trends suggesting the need for increased investigative capacity through engineering study and surveys coupled with performance based Contractor selection in order to reduce call backs, improve quality, limit disruption, and reduce project costs.

BECS is licensed in the District of Columbia, Maryland, Virginia, Pennsylvania, New York, Mississippi, and Alabama.

Steven has been involved in the construction industry since 1993 in capacities such as structural engineer, senior project manager, consulting engineer, and quality assurance. He has two BS degrees, one in Civil Engineering and one in Physical Sciences. Steven is a certified professional engineer and maintains memberships in professional associations.

As an owner of Building Envelope Consultants and Scientists, LLC, Steven prepares, reviews and approves design concepts for steel, concrete, masonry, and wood framed restoration projects. He guides projects from survey to punch-out as needed to maintain client contact, delivery time for his services, and project budgets. Steven oversees field engineers and waterproofing staff, the drafting department, and administrative personnel.

Mark HowellMark K. Howell, Vice President - Baltimore Branch

Mark has a Bachelor’s Degree in Construction Management Technology and two Associate degrees; Civil Engineering Technology and Architectural Technology. He is a recognized leader in the building envelope preservation and performance industry and has been involved in the investigation and restoration of many contemporary and historic structures over his 25 plus year career. Mark also belongs to the Association for Preservation Technology International as well as RCI - Roofing, Waterproofing, Exterior Wall Consultants, Inc.

Mark has made numerous presentations at national industry conferences as well as owners organizations and is a continuing education provider for the American Institute of Architects and a BOMI certified trainer for the Building Owner Manager Association. Over the years he has published articles and made presentations regarding the access of structures, building envelope technologies, the use of mock ups, solving roof problems, historic preservation, corrosion solutions, and masonry strengthening as well as other technology and building preservation topics. Mark is a former adjunct teacher for the Preservation Program at Harford Community College and has been a guest lecturer for several colleges and universities.

AIA Continuing EducationAs the Branch Manager of the Baltimore office of BECS, Mark will be building the consulting business from Baltimore to Philadelphia where Mark started his career. His 25 plus years of experience as a restoration contractor preserving historic and contemporary structures will be a valuable resource for working directly with owners, property managers, developers, architects and others in the investigation, solution building, budget development and managing of contractors in the preservation and improved performance of existing structures.

Michael HoglundMichael Hoglund, P.E., Senior Consultant

Mike Hoglund received his Bachelor of Science degree in Civil Engineering in 1982 from Drexel University in Philadelphia, PA. Mike is a registered Professional Engineer in the Commonwealth of Virginia.

Mike has 32 years of experience consisting of 13 years of general contracting construction experience and 19 years of consulting engineering experience in the repair industry.

His previous construction experience includes a cut and cover tunnel for subway trains, subway station finishes, high-rise office building, and various other commercial and residential construction projects.

His repair industry consulting engineering experience includes site examinations, property condition reports, due diligence reports, reserve replacement reports, creation of specifications and drawings, bidding and evaluation of bids, and construction administration of repair projects.

His repair projects include numerous facades, balconies, pedestrian bridges, roof replacements, waterproofing, garages, various structural repairs, and coating projects.

Nicholas J. PalumboNicholas J. Palumbo, P.E., Project Manager

Nick has more than 8 years of structural engineering experience in new design, repair and renovation of existing structures, and investigation of structural failures. He is experienced with low- to high-rise commercial, residential, and government buildings, foundations, and retaining walls. He is experienced in investigating and designing with steel, mild-reinforced and post-tensioned concrete, masonry, and wood framing for a wide variety of buildings and structures.

As a project manager, Nick is responsible for making quality assurance construction observations, preparing condition surveys and daily field reports, and developing design specifications and repair details.

Christopher FeehelyChristopher Feehely, Project Manager

Chris has more than 20 years of construction experience in building enclosure consulting and commissioning, quality control, and project management. Working as a building enclosure consultant, he has applied years of construction experience to refine his ability to identify failures in enclosures and his experience with forensic investigations allows him to provide informed provide feedback on enclosure design consulting. His experience in quality control and project manager involved on-going, close-in, and punch-out inspections; managing testing and inspection or concrete, steel, site work, paving, utilities, MEP systems, roofing, and exterior wall assemblies. Mr. Feehely has been an integral part to on-site conflict resolution through coordination with trades and clients. He has also performed HVAC and electrical commissioning and worked as Design Quality Control Manager for design-build contract and as a LEED Administrator.

As a BECS project manager, Chris is responsible for managing projects and providing quality assurance construction observations, preparing condition surveys and daily field reports, and developing design specifications and repair details.

James earned his BS in Civil Engineering in May 2013 from the University of Maryland and is currently a registered EIT in pursuit of a professional engineer license. As a Project Engineer, he makes regular site visits to ensure projects are running smoothly and work is being performed according to strict industry standards. James prepares project documents and contracts, performs condition assessments, and produces in-depth reports based upon his findings in the field.

Omar HillelOmar Hillel, Assistant Project Manager

Omar is an Assistant Project Manager at Building Envelope Consultants and Scientists, LLC and works in both our Baltimore and North Carolina offices. Omar earned his Bachelor of Science Degree in Architecture and Environmental Design from Morgan State University in 2010 and Masters of Science in Construction Management from Wentworth Institute of Technology in 2017.

Omar has over 3 years’ experience with construction and design of residential housing, commercial and public property, and project coordination in the Maryland and Massachusetts areas. As an Assistant Project Manager with BECS, Omar conducts regular site visits to ensure projects are running smoothly and work is being performed according to project deliverables and standards. Omar provides design experience and knowledge for BECS projects when desirable, along with assistance in preparing project documents, contracts, condition assessments, and production of in-depth reports based upon his findings in the field.

Noel Cortes de LeonNoel Cortes de Leon, Lead Draftsman

Noel has 23 plus years as an experienced AutoCAD Draftsman in Civil/Structural building design. His experience encompasses all types of new and renovated steel, concrete and wood building structures including schools and universities, hospitals, stadiums, hotels, apartments, industrial warehouse, commercial and high-rise office buildings, parking structures, restaurants, churches and airports. Noel is responsible for drafting structural plans, sections, elevations, detailing and quantitative calculations of total area of project. He has years of experience with working with mechanical, electrical, plumbing and civil drawings.

She handles the daily operations, marketing, accounting and personnel administration as well as our financial operations, client development, HR, and employee benefits. She is active in the Maryland CAI Chapters and is currently pursuing certifications in the human resource arena as a PHR® and a SHRM-CP®.

Our Approach

Our approach is to place professionals with vast experience and exposure to numerous projects in the field where they are able to gain first hand knowledge of the structure in question and communicate directly with those performing the work. This approach eliminates tiers of bureaucracy, which can result in miscommunication, errors, and inflated costs.

Some of the best training and business relationships are achieved and developed by becoming involved with professional organizations that produce industry standards and guidelines and set the bar for industry protocol. Bridging the gap between those organizations and our clients requires strategic placement of specialty knowledge individuals within specific groups. Diversity is important as long as it occurs within a certain field and enhances existing knowledge. We take pride in our involvement in a selective group of professional trade organizations and also the client based organizations they serve.
